Member Relations
The Office of Member Relations coordinates business between the member organisations of the Velocity Interoperability Network. It is the channel through which members deal with the Ministry and, through the Ministry, with organisations outside the Network. It maintains the Register of Member Organisations, convenes the Council of Members and its committees, and circulates the notices of the Ministry and of the other bodies of the Network.
The Network is made up of sixteen member organisations drawn from twelve sectors. Twelve are full members and four are associate members. Each full member appoints a permanent representative, and each associate member a delegate, through whom it takes part in the business of the Network. The categories of membership, and the way in which an organisation is admitted, are described on the Membership page.
Register of Member Organisations. The Register below is the authoritative record of membership as of 6 September 2026. Members are listed in order of admission, which is also the order in which their representatives rank among themselves under the order of precedence.

Functions of the Office. The Office of Member Relations carries out five functions on behalf of the Ministry.
- Maintaining the Register of Member Organisations
- The Office keeps the authoritative record of the organisations that belong to the Network, their category of membership and the representatives they have appointed. Changes are entered only on written notice from the member concerned.
- Convening members
- The Ministry convenes representatives of the member organisations when a matter affects more than one of them, and records what is agreed. The Council of Members meets in ordinary session at least four times a year; its committees meet between sessions.
- Settling a common position
- Where the Network must speak with one voice to an outside organisation, the Ministry consults the members concerned and settles the Network's position. A common position, once settled, is followed by every member in its dealings on that matter.
- Circulating notices
- Notices from the Ministry and from other bodies of the Network are circulated to members through the Ministry. Members are asked to acknowledge notices that require action within ten working days.
- Resolving differences
- Differences between members on matters of external relations are referred to the Ministry, which proposes a resolution. Differences that cannot be resolved by the Ministry are placed before the Council of Members.
Programme of meetings. The Council of Members brings together the representatives of all member organisations. It meets in ordinary session at least four times a year and may be convened in extraordinary session by the Ministry or at the request of one third of its members. Two committees, on standards and on agreements, prepare its business and meet between sessions. The programme for the remainder of 2026 is set out below; papers are circulated to representatives ten working days before each meeting.
