History of the Ministry

The Ministry of the Velocity Interoperability Network is a new institution, but the Network it serves is not. This page records the growth of the Network, the steps by which the Ministry was established and the first business it has set in hand. It will be extended as the Ministry's work develops.

  1. 2021

    The Network is formed

Four organisations connect their systems under common standards and form the Velocity Interoperability Network. Each deals separately with organisations outside it; there is no single body to speak for the Network.

  2. 2022 to 2026

The Network grows to sixteen members

Twelve further organisations are admitted, eight as full members and four as associate members. Members conclude agreements with outside organisations on their own account, and differences between them on external matters have no settled means of resolution.

  3. 6 September 2026

    The Ministry is established

The Ministry is formally established, alongside the other Departments of the Network, as the principal body responsible for the external relations of the Network and for coordination between its member organisations.

  4. 6 September 2026

    Official website launched

The Ministry launches ministry.gov.vin to carry press releases, official statements and guidance.

  5. 6 September 2026

Registers, precedence and forms of address published

The Register of Member Organisations and the Register of Agreements are published, eleven agreements concluded by members are adopted on behalf of the Network, and the Office of Protocol publishes the order of precedence and forms of address.

  6. 24 September 2026

First meeting of the Council of Members

The representatives of all member organisations meet for the first time under the Ministry to adopt their rules of procedure and appoint the standards and agreements committees.

  7. October to December 2026

Committees convened and the first year closed

The standards committee meets on 8 October and the agreements committee on 12 November, and the Council of Members holds its second and third ordinary meetings. At its closing meeting on 10 December 2026 the Council receives the Ministry's report on its first months and fixes the programme of meetings for 2027.

Announcements are published in the Newsroom. The members admitted in each year are listed in the Register on the Member Relations page, and the adopted agreements on the Agreements page.
