About the Ministry

The Ministry of the Velocity Interoperability Network is the principal body responsible for the external relations of the Velocity Interoperability Network and for coordination between its member organisations.

The Ministry was established on 6 September 2026. It publishes guidance for businesses, employees, students and travellers engaging with the Network, and it is the point of contact for organisations outside the Network that wish to deal with it. It keeps the two registers on which the Network's external relations rest, the Register of Member Organisations and the Register of Agreements, and it convenes the Council of Members, in which the representatives of all sixteen member organisations meet.

The Ministry does not itself connect systems, issue permits or hear disputes. Those matters belong to the member organisations and to the other Departments and services of the Network, and the Ministry's guidance says in each case where they are handled.

The Ministry is organised into four offices.

Office of the Spokesperson
Issues press releases and official statements on behalf of the Ministry, maintains the Newsroom and publishes the Ministry's guidance. Reviews decisions to withhold records on request.
Office of Member Relations
Coordinates business between the member organisations of the Network, maintains the Register of Member Organisations, convenes the Council of Members and assesses applications for membership.
Office of Agreements
Negotiates, records and publishes agreements between the Network and organisations outside it, and maintains the Register of Agreements.
Office of Protocol
Arranges official visits and correspondence, publishes the order of precedence and forms of address, and arranges the signing of agreements and other ceremonies of the Network.
